When a Build/Repair/Upgrade order is made there should be a "list" of selectable Builders for the player to choose from.

When there is more than 1 builder (in most cases now), so player can have full control of the most convenient builder for each Build/Repair/Upgrade order issued.

When there is only 1, then the list will have only 1 to select, but must be selected anyways so the Build/Repair/Upgrade order can be "commited"?
