100% building but won't complete

Is there an existing issue for this?
- I have searched the existing issues.
Are you using the latest MineColonies Version?
- I am running the latest beta/release version of MineColonies for my Minecraft version.
I am also running the latest versions of other mods that are part of my problem.
Did you check on the Wiki? or ask on Discord?
- I checked the MineColonies Wiki and made sure my issue is not covered there. Or I was sent from discord to open an issue here.
What were you playing at the time? Were you able to reproduce it in both settings?

Current Behavior
Attempting to build a Level 1 builders hut, the builder will build the structure but once the building is physically completed they will stand there one 100% but not move on to the next stage, even after prolonged waiting.
Expected Behavior
The builder completes the building and the building changes from level 0 to level 1
Reproduction Steps
Wait for a builder to finish any construction

The buildings function if they are forcefully spawned in in creative mode but otherwise it is impossible for them to be 'completed' in Survival mode. I did eventually force in the level 1 builder's hut to see if the issues persisted and the same seems to apply to any building
