Expected behavior

1. Order construction of decoration via build tool (after having scheduled other buildings)
2. Move decoration to top of Build Queue
3. Builder begins constructing Decoration as soon as he finishes current construction

Actual behavior

1. Decoration is placed with build tool but does not give confirmation that the order was successfully sent.
2. Decoration initially correctly appears at the bottom of the build queue.
3. Decoration is moved to the top of the build queue.
4. Builder ignores the decoration and moves on to the next item in the queue

Steps to reproduce the problem

1. Schedule two or more normal building constructions or upgrades such as a citizens hut.
2. Order construction of Decoration
3. Move decoration to top of the build queue
4. Builder ignores item and moves on to next item in queue.
