Expected behavior

The Mine colony announces it has reached max size. Expected that no further villagers move in until the town hall is expanded to the next tier.

Actual behaviour

Villagers never stop moving in constantly. Constantly see announcements in chat that my village has reached max size, accompanied with another villager moving in. Villagers continue to move in completely unabated to the point that all I can do is constantly slap down houses and jobs to accommodate them all but its never enough to satisfy the never ending tide of villagers.

Steps to reproduce the problem

1. Build a mine colony.
2. Do no upgrade your town hall to higher levels beyond tier 1.
3. Witness Colonists moving in accompanied with the message that the colony has reached max size, back to back, over and over.

Is it possible that a villager died and then another one moved it for that one?
