Actual behavior

If you want to provide all your citizens with a home so they benefit from higher level homes, you will always have one new person spawning at TownHall and stuck living there, because if you build them a home a new one will show up.

Suggested behaviour

A button at TownHall to pause new citizen spawning. Persistent through different play sessions.

Also helpful when starting a colony, placing down TownHall for the colony territory protection, but you don't want to have to start feeding villagers right away or have them spam you with complaints they want a job... So it would be helpful to pause spawning while you get the basics taken care of.
