Expected behavior

• Requests automatically requesting needed items once they were put into the warehouse Racks.

Actual behaviour

• A while ago a RS reassign was added when a Rack would update (see #3646) but this is only ever working for players (in my experience) and not if a deliveryman puts stuff in there. It sometimes doesnt even work for me, only when I put it in a Rack where that specific item was never in before? This makes them more dependent on you in early stages of your colony since they wont have the required resources all the time and would have to gather first but if they do the request wont update.

Steps to reproduce the problem

1. Wait for a request that cannot be fulfilled right now
2. Put the required materials either into the dmans inventory or wait untill he picks them up from a chest
3. Observe the request and see that it doesnt notifies the dman to deliver those materials to him once they were put into the warehouse
4. ... Profit
