Expected behavior

Baker asks to set recipie. Then asks for wheat. Then makes bread.

Actual behaviour

Bakers asks to set recipie. Then ask for 64 wheat, which he uses almost all of it at once. He continually keeps hitting the baker block like he is working. No bread is made. He will ask for another 64 wheat which he uses again almsot in an instant. No bread... and so on. The baker doesn't seem to level up either.

If 3 - 4 stacks of wheat are put in the rack, the baker will run for a few minutes without making new requests. Eventually one single bread will show in his inventory. Oven is burning btw and he keeps running there once in a while in case that matters.

Also whats intersting is in the townhall information menu under jobs it says "Bakers: 0/1". Yet the npc is listes as being a baker in the citizens tab.

Steps to reproduce the problem

The issue shows up right away when building a new town and setting up a baker. It originally happened in my mod pack, but I have tested it again with a fresh install of 1.15.2 and only Minecolonies and Structurize as mods. Repeated twice on a new flat world.
