[1.15.2] can't place supply ship: "You must place it in a fitting pool of water."

Version: minecolonies-0.10.762-ALPHA-universal

Expected behavior

The supply ship is placed or a message is displayed telling you why it can't be placed (with the offending block position if something is in the way)

I expect that if anything indicated in the ghost area of the supply ship is either water (or replaceable things like kelp, bubbles etc) below the water line, or air above it that it should be able to be places.

Actual behaviour

"You must place it in a fitting pool of water." with no indication of why it is blocked.

Steps to reproduce the problem

  1. Make a supply ship item
  2. Make sure no kelp or other blocks intersect the ghost image
  3. Try to place it in the water
