Expected behavior

Delivery person delivers

Actual behaviour

Delivery person does nothing. Constantly has a message saying "Please upgrade or build a warehouse for me to work at." The worker is level 3 and the building is level 4.
I get this message from my Fisherman, as well. Even though they're not a delivery man and their inventory has space. Looks like there was a similar issue before. #3956

You should build a warehouse. It is a different building and it is where your colony stores materials.
