Random workers/citizens become insanely slow.

Also update to the latest alpha of both minecolonies and structurize before reporting

Expected behavior
- My citizens (miner level 15 and deliveryman level 8) should be moving at normal walking to running speeds.
Actual behaviour
- My miner who is now level 15 has been moving at shift walking speed in a t2 dwarven mining hut. She has been moving at this speed ever since I watched her walk into cobwebs while mining in her mine which were a couple days ago. My delivery man who is level 8 in a t2 dwarven delivery man hut started to randomly move at shift walk speed as well after I fired another delivery man and put him in a library instead. I have restarted the server multiple times fired and hired the miner and deliveryman multiple times and all their modifiers are green. I have also restarted the miner and deliveryman multiple times. While fired the citizens still moved at shift walk speed.
Steps to reproduce the problem
Part 1 (Miner)
- Get a dwarven mining hut t2
- And then make your miner walk into a cobweb
- So that they slow down and see if they are going to continue moving slowly after they exit out of the cobweb.
- ... Profit
Part 1 (Deliveryman)
- Get a deliverymen dwarven hut t3 and then get a delivery man dwarven hut t2 and a deliveryman medieval oak hut t1 with t3 warehouse. Make a t1 medieval oak library.
- Fire the deliveryman in the medieval oak hut t1 and place him in the library instead.
- Check if the delivery man in the dwarven hut t2 slows down.
- ... Profit

- My other delivery man is now going at shift speed and so is the student in the library who was the deliveryman that I fired which made the deliveryman in the dwarven t2 deliveryman hut start moving at shift speed.
Update #2
- All deliverymen are moving at shift speed except the new one that was auto assigned to my new warehouse tier 4.
Are you sure they are not sick or hungry?
How do I check if they're sick? I know 100% they're not hungry the delivery guy ate at the restaurant and came out with full hunger still moving at shift speed.
Yeah we restarted the server multiple times because we close the server every time we get off (especially since its been a couple days that this has been going on)
I strongly believe you got some mod with a mob or something else that inflicts slowness on our citizens. When you throw some potions on them, do they get normal? does recall work at the hut or so?
Nope, I play on a server with a friend who owns it. All the citizens who start moving slow keep moving slow even when relogging multiple times.

We can recall and we used a swiftness splash potion on them and it did nothing.
Now another one of my deliverymen is shift walking after my warehouse just became t4 and another deliveryman moved in that is moving at normal speed.
