Prerequisites

• [ X] I am running the latest alpha version of MineColonies and Structurize for my Minecraft version.
• [X ] I checked the MineColonies/Structurize wiki and made sure my issue is not covered there.

Context

• Minecraft Version: 1.16.3
• MineColonies Version: minecolonies-0.13.315-ALPHA-universal
• Structurize Version:structurize-0.13.92-ALPHA-universal
• Related Mods and their Versions: TownCraft TWO

Expected behavior

Neutral players able to place blocks

Actual behavior

When I set the Neutral class(playesr not added by name to permissions) of players to be able to everything in the "spawn" colony, they can break blocks, but not place any blocks. We tested with multiple different types of blocks,
