Villagers not spawning even after chatlog says they are

My village, which already had 4 villages in it does not get any more villagers even though they are reproducing and i have used citizen recruitment. the message for new villagers arriving still pops up but no villagers arrive or are added to the colony list. this may be because the builder who was relocating my town hall died partway through.
