[1.16.3] Supply Ship Won't Place Even When Area is Clear

Prerequisites
- I am running the latest alpha version of MineColonies and Structurize for my Minecraft version.
- [x ] I checked the MineColonies/Structurize wiki and made sure my issue is not covered there.
- [x ] I made sure that this issue is not a duplicate of any existing issue.
Context
- Minecraft Version: 1.16.3
- MineColonies Version: 0.13.437-RELEASE
- Structurize Version: 0.13.96-ALPHA

Expected behavior
Supply Ship should place in the water
Actual behavior
Ship is not placing. Continually spams that there needs to be water in certain blocks that there is water. Everything is clear, nothing is in the way. Tried multiple blocks in every direction.
This is beyond frustrating. I'm in creative, and it should just place where I tell it to.

Update Structurize to the latest alpha. Your minecolonies and structurize versions are not compatible
OK, did not put the right info....updated to the right one in the bug report. It is not working on the most current alpha of Structureize.
Version 94 isn't available on the launcher.
There is no kelp underneath the boat...I cleared everything. Does it have to be clear for so many blocks in every direction? Shouldn't it just check the blueprint boundaries?
