Steps to reproduce the issue / details

Clicked on Fulfill button on Builders AI - exception thrown to server but doesn't appear to impact builder but not sure what is expected without the FATAL error
Just reporting the AI issue.

Notes

Colony #8 - exists and being built in the Nether but on its roof in case that helps narrow down the root cause
