Citizens all sit in the same sit in the restaurant

Prerequisites
- I am running the latest alpha version of MineColonies and Structurize for my Minecraft version.
- I checked the MineColonies/Structurize wiki and made sure my issue is not covered there.
- I made sure that this issue is not a duplicate of any existing issue.

Expected behavior
They wouldn't anymore, if there is no available then they should stand up.
Actual behavior
They stockpile on each other's sit

Steps to reproduce the issue
- have a lot of starving citizen
- open a restaurant
- watch them flood over.
