Current Behavior

When it is raining, citizens are tasked with sleep as their desired activity, but since it is daytime, they get right back out of bed. So they keep jumping in and out of bed the entire time.

Expected Behavior

Stay in bed.

Or more ideally, just stay at home/the tavern/restaurant/leisure sites/other suitable locations, and wander around.
