1.12.2 - 6.1.0 - Too many warriors spawning

Describe the bug
In the config, it says once a village reaches 8 villagers, a warrior can spawn. but there seems to be a bug on servers, at least, where, once they start spawning, they don't stop. We have a village close to spawn on the server that is spawning so many villagers that its literally crashing the server
Steps to Reproduce
Please include steps we can take to reproduce the bug:
- Launch Minecraft
- connect to your server
- find a village
- leave the chunk
- come back and there will be an explosion of villagers

- Launcher: Twitch/MultiMC
