Villagers don't get in minecarts

Describe the bug
I'm not sure if it's a bug or just not added in the mod but villagers won't get in minecarts. I can oush them in and they don't go in it. I have Railcraft installed. I thought maybe that was the issue but I tried without Railcraft and still does the same thing.
Steps to Reproduce
Please include steps we can take to reproduce the bug:
- Launch Minecraft
- Create a World
- Place track and minecart and spawn villager
- Push villager into minecart
- Repeat without Railcraft installed

- Minecraft Version: 1.12.2
- Forge Version: 14.23.5.2838
- MCA Version: 6.1.0
- Launcher: Curseforge/Overwolf Launcher

Additional context
Tested with and without Railcraft and both in Creative and Survival mode. No changes between them.
My mod list also has smaller library and core mods that I didn't include in the list.
