I had a baby girl and it wouldn't grow up (by that, I mean it would not say, "you're child is ready to grow up") and it would not let me grow it up. So, I went into config and set "childreadytogrow" to true. It worked, and it grew up. But later, I realized that it didn't age much, so I increased minutesChildExisted to 1000, and still no change! It didn't get any taller or change at all. I hope you can fix this glitch! I have heard that others get this glitch. (Even the Diamond Minecart's Dan experienced the glitch in his Diamond Dimension videos)

minutesBabyExisted and babyReadyToGrow only affect babies, not babies that have grown into children.

I cannot reproduce children not growing up. They will only not grow visually if you've set "Children Grow Automatically" in Setup to No.
