Describe the bug
"Restrict Access" cannot be disabled in Blueprint.

To Reproduce
Steps to reproduce the behavior:

1. Right click the 'Blueprint'
2. Click on 'Bell'
3. Click on 'Advanced'
4. Click on 'Restrict Access'
5. 'Restrict Access' has been enabled
6. Now click again 'Restrict Access'
7. 'Restrict Access' cannot be disable. Just saying "You need to stand within a building".

But you know, that yellow bell isn't have 'inside'. It just a bell.
