Describe the bug
My village is near a river, villagers and guards go into the river but can't get out of it on their own, they get stuck at the edge to the land. They can only get out when there is a solid block under them while theyre in the water, but not when they are swimming in 2 block high water or more. Players could get out, but villagers don't.

To Reproduce
Steps to reproduce the behavior:

1. Get to a river.
2. Make the blocks near river level with the water, so a player could get out by pressing spacebar.
3. Also make sure that there are 2 blocks clearance on edge of the river where Villager will try to exit.
4. Interact with Villager, get them to follow you.
5. Walk away so Villager will try to get out of river.
6. See that Villager is stuck in river.
