
Trains are not following signals and enter occupied sections

Before reporting, I have confirmed that
- This bug does not appear to be reported on GitHub Issues before.
- This bug still exists in the latest version of the Minecraft Transit Railway mod.
- I have tested this in the official version of Minecraft Transit Railway, not a modified, custom, or unofficial build.
Describe the Bug
Expected: Trains wait behind the occupied sections
Actual: Trains enter the occupied sections, and sometimes forcing other trains to a stop, causing the line to a complete halt
Reproduction Steps
- Create a depot which consists of several sidings and shares one track to get in or out (which is a common design irl and makes layout simpler)
- Connect the single-tracked sections with signals
- The bug can be observed when train frequencies get high enough (so that conflicts might exist in the route getting in and out of depot)
