Expected Behaviour
You can change the direction of the route sign below y=0.

Actual Behaviour
Right clicking the black portion (at the top) with a brush will bring up a selection screen of existing platforms in the station.

Reproduction Steps
Steps to reproduce the behaviour:

1.Place a route sign at y=-2 and another at y=-1
2.y=-1 can but y=-2 not.
