@DrprofLuigi and @BlazeWolf1122 on this as well as pings in #garage so that we can agree on WTF this ticket actually means

I'm going to assume for now that it will refer to pack-defined speedfactors for planes and cars separately, but clearly defined discussion here would help.

Ultimately if the above isn't possible we can make do with an animation variable for speedfactor, but lets see if it is possible first before going the variableModifiers route

So, I'm a bit stuck here. I want to add this, but I know Git will hate me if I do so in V20 and try to push out to V21. That being said, it would be a good idea to put this into V20 while I work on V21, as that version needs about another 3-4 weeks in the oven before everything is all tested and fleshed out to not break things. Will probably put this into the V20 branch and just fight Git.

I'm going to keep my eye on this ticket for a few more days, and if nothing else is proposed and/or alternative implementation isn't started by then, I'll close this ticket and assume that VMs+speed_factor is the de-facto method
