allow animations on parts to use vehicle damage as a variable

Example, I want to put a death particle animation on a turret, instead of the vehicle, as I have various turrets of different dimensions for the same vehicle. If the animation is on the vehicle, an animation where smoke exits the barrel of one turret won't work on another. If this is undoable, naturally I will delete ticket.
