[BUG] Fuel pumps don't check for engines on parts on a vehicle.

If an engine is on a part, that's on a vehicle, fuel pumps won't check that engine's fuel type and will assume there's no engine in the car/the "engine" in the car has an invalid fuel type for the fluid in the pump.
