[BUG] Animation-based sounds do not have any sort of range

You can hear a door, parking brake, etc. from anywhere in the world as long as the chunk is loaded, at least as of beta version 22.6.0
Testing will be done on the latest release, but I think it may still be an issue and unrelated to the sound PR
