[Bug] For vehicles with vehicle-wide guns, only the first seat used can control guns

If a vehicle has guns that aren't specific to a seat (and therefore should be controllable by all controller seats), once a player sits in one of the seats, the other seat(s) cannot select any of the available guns. The first seat can select any gun.
