[Suggestion] New variables for engine RPM as a percent of max/safe

Changes already done in my PR
The intent is to allow instruments that show RPM as a percentage of max or max safe RPM for the engine. This allows more generic tachometers, and makes it easier to interpret digital RPM displays.
