Multiple packs adding skins to the same item cause conflicts

When multiple packs try to add skins of the same item, only one set gets loaded. I added color variants of the standard wheel in UNU Civil, and dirty variants in the UNUverse packs, but when I enable the UNUverse pack, the Civil skins don't load.
