As the title reads, snow layers won't place on any other block accept grass for some reason. I noticed this while I was building a map that already had snow layers. I was placing blocks in layers and it was updating all of them which caused them all to spontaneously combust at the same time.
I was testing to see what the problem is and after removing each mod at a time, found out it was this one after snow was able to be placed on all blocks again. I have many structures that use this mod and going around to fix all the holes and redesign architecture would be very tedious.

I've only tested this with Minecraft version 1.17.1
