I've noticed 3 times now that Fortune upgrade on my laser is turned off, however I have never turned it off. The only upgrade I toggle on/off is the light placement upgrade, and silk touch.

If you have silk touch turned on, fortune will turn itself off and vice versa. It's intended functionality :)
