Describe the Addition

Adding a possible config to remove the annoying "Hold Shift for Instructions" tooltip on gems. As a modpack dev, I would love to remove this annoying tooltip because I was planning on using the tooltip space for something else.

As I pointed, I'm a modpack dev, and would love to be able to remove the tooltip via a config than trying to remove it via tedious KubeJS work.
