I'd normally make this two separate reports but they're related concepts:
-Goats are tamed by feeding them any kind of food, but the food doesn't actually get consumed. I tried with rotten flesh and spider eyes, in case you were wondering.
-Bears are tamed by feeding them any kind of meat, raw or cooked (at least in the original), but at the very least it doesn't work with venison. There might be other things as well, like cooked turtle.
Like I said, related concepts, neither of which seemed long enough to warrant their own two-sentence report.

Food for carnivores is determined here. As there's no ore dictionary entries for meat, it's difficult to find a better approach for this matter.
