Mob masher not inflicting damage

ver 0.3.13 - running on Kealis Bombs, Guns War V3.0.0
Minecraft 1.12.2
Forge 14.23.5.2860
Running my own dedicated server.
Running into an issue where:
Mob mashers damages player when not powered.
Doesn't do damage to entities when powered with redstone.
Tried toggling daylightcycle to true and false and attack cooldown in RandomTweaks mod (ver 1.12.2-2.8.3.1)
