No, I am not using version 1.21
Describe the bug
At least in 1.20.1, Chupacabra spawn with spawn mechanics that are not normal spawn mechanics for hostile mobs. If this is still true in the development version, this is a significant flaw, as the Minecraft game balance expects hostile mobs to only spawn outside of a certain radius of players and at certain light levels (zero at these Minecraft versions).
I have not confirmed this in 1.21.1, but custom spawn mechanics like this don't typically change across mod versions, so please check this out.
Reproduction steps
- Light an area
- Wait in creative mode, occasionally killing all hostile mobs in it either by commands or movement
Result: chupacabras don't spawn according to normal hostile mob spawning rules
