I think it would be more intuitive if the maximum amount of upgrades were per upgrade type, rather than per item. For example, we can put 3x acceleration cards and 3x speed enhancers (6 total speed upgrades), but not 6x of one item.

This is completely intended, to encourage cross-mod interactions and give more upgrade possibilities. 😉
