Combining Redstone Control Module and Overdrive Module removes the cost of electricity to maintain overclock

When using a redstone control module in conjunction with a overdrive module, the downside of the overdrive module is completely skipped, making this combination overpowered. This affects both single and multiblock machines. I suggest fixing this by simply making the overdrive downside still affect machines that are redstone controlled.
