Right clicking forge hammer result doesn't use hammer but takes hammer durability

Reproduced in AOF 5 - 1.18.2 and latest MI in 1.19.2.

Basically without a hammer you get 2 bolts, 0 durability used cause theres no hammer.
Left clicking using a hammer you get 4 bolts and 60 durability used.
Right clicking using a hammer you get 2 bolts and 60 durability used.
