In particular I expected the Barrels to emit a redstone signal based on fullness, and similar behavior for tanks and storage units.

Additionally, though this is significantly less necessary, could machines benefit from comparator output? I can reasonably see electric machines reporting on their overclock status via comparator signal, or boilers reporting heat.
