Custom multiblocks / singleblock machines lose mining status after reload

Fabric Version: 0.14.19
MI Version: 1.6.3
Issue: With custom created both multiblocks and singleblock machines, they lose their mining level / ability after using /reload.

Not an issue with the "Can I Mine This Block" addon to WTHIT, the blocks are actually no longer harvestable with pickaxes.
Attached is a minimalist .zip Prism instance for testing this issue
