I have the same issue. I cannot get the lucky block in fabric version 1.21.3 version 0.16.9-1.21.3
the mod I am using is only necessary for the mod running:

1. architectury-14.0.4-fabric
2. fabric-api-0.109.0+1.21.3
3. lucky_block-fabric-0.1.3+1.21.3

Do you have the addons installed? Versions after 0.0.7 do not come pre-installed with a Lucky Block anymore. Addons should be placed in your '.minecraft/addons' directory. See here for more information: https://docs.creoii.dev/lucky-block/installing-addons

There is also an addon for Lucky Block Pink. Not sure if any more have been created yet.
