Don't activate progressions that don't have any desires.

It's just silly. If you want to issue punishments, just do it. Having them go off by accident without desires is weird.
For testing purposes - we may actually want this feature in some way? Not having to provide items to have an actions be performed (either good or bad) I feel is what we'd want?
Instead of carrying around a single stack of apples? It does mean two extra commands to enter in, but I paste in a desire for one apple and I also have a command that pastes in one apple to be consumed. I'm on the fence for this as I've shaken my fist at the screen about this and I watched nic do the same till I told him what it was, so it may be very-much a knee-jerk reaction that would go away once we move beyond using /data
to make changes to Moloch (also what @nicwatson said, I believe).
