Campsite with Mine seems to only generate the top part and not the 'mine' bottom

I have encountered this structure 3 times so far..
Until today I thought the "mine" was just the top, and never extended down into the ground - it was always just flat rock inside the 'cave' each time.
I discovered there was a 2nd nbt structure file called mine_with_campsite_lower.nbt which had the actual mine under the campsite, which you enter by going down the mine hole... I have never seen this part, so it appears the generation is broken, and the bottom doesn't appear (or it may be misplaced)
