MC Ver: 1.21.1 Loader: NeoForge 21.1.80
Yes, currently the dyed color variants are only available in version 1.21.3 due to changes in Minecraft's JSON recipe files. However, I’m planning to work on backporting this feature to multiple versions, down until version 1.20
