Have loot table check for sunny, overcast, rainy, snowy, thundering, etc.

Uncertain if snowing is distinct from raining, or would require an additional biome check.

Should include option to check target location, world state, and both.

(IE - Is it raining out? Is the block the target is on getting rain? (Essentially a seesky check?)
