It seems to work fine on my end. Glass cactus does grow slower than normal cactus, so ensure that your random tick speed isn't zero. (also, cactus will not grow above three blocks tall). If the issue still continues, provide some more debug information. Are you playing on a server? What biome are you trying this in? Does normal cactus grow as expected?
