Dog breeding is broken: whatever dogs I breed, it will always result in a default white puppy. Affects latest Forge version of the mod (1.2.0) for 1.19.2. The bug wasn't fixed in 1.2.0.

I just tested this and it works for me, do you have any other mods that could be affecting dog breeding?
