I see this issue when launch a custom modpack.
The version of MoreCulling mod is: moreculling-neoforge-1.21.1-1.0.4.jar
Loader: NeoForge 21.1.115
Minecraft version 1.21.1

From Curseforge, 1.0.4 seems the latest available for 1.21.1

forgot to backport fix, anyways this issue is caused by other mod which failed to load, temporarily remove moreculling or use this jar to see real issue
