Place fence down
Place sign on top of fence

Versions

Minecraft: 1.21.1
Mod loader: Fabric 0.16.10
Mod: 1.0.5

any mods or resourcepacks you have what are needed to reproduce the issue?

I found that https://modrinth.com/mod/ebe used with block state culling settings is causing the issue. Turing off the enhanced sign in EBE fixes it.
